The government has finally implemented a full Timber Legality Verification System (SVLK) for both upstream and downstream products, which means that every forest product industry export must have a Timber Legality Certificate (S-LK).
“It is true that with full SVLK enactment, certification is also required downstream and upstream,” said Trade Minister Thomas Lembong, in Jakarta, Thursday (12/5).
Thomas said previously, it has issued Regulation of the Minister of Trade 89 / M-DAG / PER / 10/2015 on Provisions on Export of Forestry Industry Products, in which the Group B forestry products product consists of 15 Tariff Postal Numbers (HS) are not required to enclose S-LK.
In the rules set forth on October 19, 2015, forestry industry products included in group B include wooden furniture, tools, and wooden frames.
V-legal documents are documents stating that wood products meet timber legality verification standards in accordance with the provisions of legislation.
“So, our previous amendments to us have been revised so that the implementation of SVLK is in accordance with the total diplomacy that has been done by the Indonesian government with EU government including twice verification that is upstream and downstream,” said Thomas.
The Ministry of Trade shall issue Regulation of the Minister of Trade No. 25 / M-DAG / PER / 4/2016 concerning amendment to Regulation 89 / M-DAG / PER / 10/2015 on Provisions on the Export of Forestry Industry Products on April 15, 2016.
The policy is a government response to the dynamics of world timber trade that requires certified legal products and comes from sustainably managed forests.
With the issuance of the regulation, the SL-K or V-Legal Document is now mandatory or mandatory for business actors from upstream to downstream if the entrepreneurs will export.
The V-Legal Document is part of the SVLK which aims to ensure that the exported wood products meet the requirements of legality and sustainability. In Permendag 25/2016, it requires export of wooden furniture and handicraft products equipped with V-Legal Document.
Meanwhile, Director of Export of Agriculture and Forestry Products Directorate General of Foreign Trade Ministry of Trade Nurlaila Nur Muhammad stated that with the obligation to pocket the V-Legal Document, all Indonesian export products are derived from legal timber.
Nurlaila added, Permendag 25/2016 has been published since April 15, 2016. Currently, the rule is still waiting from the Ministry of Justice and Human Rights to be enacted and will come into effect 30 days after promulgation.
After Indonesia declared the full implementation of SVLK in an effort to comply with the Forest Law Enforcement, Governance and Trade (FLEGT) license scheme, it is expected that the EU can immediately implement the scheme so that Indonesian timber products can soon enter the Blue Continent.
Currently, about 93 percent of small and medium industry (IKM) wooden furniture and handicraft manufacturers already have S-LK. Therefore, the government will continue to provide assistance and support for IKM to get S-LK.
Forestry industry products are one of the national export products that contribute to the increasing trend over the last five years by two percent.
The export value for the product was 10.6 billion US dollars in 2015 or accounted for eight percent of Indonesia’s total non-oil exports.
