Jakarta International Container Terminal (JICT) at Tanjung Priok, Jakarta –

JAKARTA – The Indonesian Logistics and Forwarders Association (ALFI) urges the improvement and evaluation of the service tariff structure at Tanjung Priok Port.

The evaluation is for the services of the port of Priok to refer to Regulation of the Minister of Transportation No: 72/2017 on the type, structure, class and mechanism of port service tariff determination signed by MoT Budi Karya Sumadi on August 11, 2017.

General Secretary of DPW ALFI DKI Jakarta, Adil Karim said that the improvement and evaluation of tariff in Priok port become the authority of the local Port Authority.

“ALFI urges OP Priok to be able to initiate the evaluation of port service tariff in Priok.” There should be a refresher and review because the existing tariff structures and mechanisms do not create cost-efficiency logistics services through Priok port, “he told Bisnis.com Wednesday (18 / 10/2017).

Adil said that based on Jakarta ALFI study, the tariffs at Priok port which should be evaluated are pilotage tariff, progressive tariff and penalty of container accumulation in one port line or import export container terminal in Priok.

Then, Adil said, the mechanism and tariff structure of loading and unloading of non-packed cargoes or general cargo, as well as the cost of loading ports and the cost of destination (OPP / OPT).

“The port should be a public service, not just profit orientation, if the tariff in the port is cheap, logistics costs are also affordable,” he explained.

Adil said, In accordance with Permenhub No: 72/2017, evaluation and rearrangement of tariffs at ports to encourage the growing investment climate and create an efficient and competitive port service tariff.

According to him, in the midst of government efforts in suppressing dwelling time and lowering national logistics costs should be the role of port managers in this case PT.Pelindo II as operator at the Port of Tanjung Priok must play an active role in the current government program.

“So many business complaints why dwelling time down but logistics costs have not gone down ?. One of them because there are tariffs and progressive penalty in the line of one port that the percentage is very burdensome owner of this stuff. This we must first,” he said.

Based on Permenhub No: 72/2017, he added, the service tariff class at the port should be determined based on the type of service, facilities, and equipment available in the terminal.

Beleid also mentioned, as for the tariff class based on the type of service at the terminal namely; multipurpose, container, liquid / gas, dry bulk, vehicle, floating, dry port, and roll-on-roll off or Ro-Ro.

Head of Tanjung Priok Port Authority of Jakarta, I Nyoman Gede Saputera said that he has received a complaint from ALFI DKI Jakarta related to the need for rearrangement of port service tariff in Priok.

“OP Priok will solve it one by one. In case of urgent evaluation (tariff) immediately we will discuss with related parties including port service users,” he said.

Nyoman said the Tanjung Priok OP Office as regulator and government representative in Priok Port will guard the implementation of Permenhub No: 72/2017. (K1)
