JAKARTA – Logistic business actors in five major ports in Indonesia scream and fret following the implementation of Permenkeu no. 229/2017 signed by Finance Minister Sri Mulyani in December 2017 on the procedures for calculating the imposition of import duties on goods.
Chairman of the DPP of the Indonesian Logistics and Forwarders Association (ALFI) Yukki Nugrahawan Hanafi said that currently ALFI member companies in five major ports dealing with imported exports felt that beleid was very detrimental to logistics and transportation and customs clearance services (PPJK) handling import activities at the port.
“This Permenkeu 229 has to be revised because many importation complaints handled by our member companies are subject to additional payments or notes of import duties only because of the delay in the input of data from the [SKA] certificate of goods, whereas the majority of errors are not on us but in the system acceptance of customs documents that are slow update it, “he told Bisnis in Jakarta on Wednesday (21/3/2018).
Yukki, who is also the Chairman of the ASEAN Federation of Forwarders Association (AFFA), said the complaints against the implementation of the Permenkeu 229 happened and experienced by logistics businessmen and PPJK members operating in Tanjung Priok port, Tanjung Perak Surabaya, Tanjung Emas Semarang, Belawan Medan and Makassar Port.
“The government must move quickly, do not let the disturbing condition of national logistics business perpetrators,” said Yukki.
Meanwhile, a number of PPJK, until this Wednesday still continues to visit the office of the DPW ALFI DKI Jakarta to submit complaints related to the application of beleid.
The PPJK complained because the beleid is detrimental to business people and even tend to potentially kill PPJK which generally belong to small and medium enterprises or SMEs.
“I got a note and have to add pay duties to hundreds of millions of rupiah for the reason of late submit SKA imported goods so SKA is considered not valid.Padahal according to the rules should not be added pay or notullah itu.Ini new today kejadiaanya,” said one in between PPJK reporting the complaint at ALFI office.
Chairman of Jakarta ALFI DPW Widijanto said that due to the implementation of the beleid, many PPJK members of ALFI DKI Jakarta must bear the import duties of goods, but should be in accordance with the rules, not subject to import duty as the Asean free trade agreement.
Widijanto asserted, in accordance with the beleid, that the deadline for the submission of SKA for goods entering the red or yellow line shall only be given a one day time limit or until 12.00 the next day since the import of goods (PIB) obtains a yellow line (PJK) or red line (PJM) at the customs service office that has implemented 24/7 working hours.
While those who have not applied the pattern 24/7 no later than 2 days starting until 12.00 on the next day.
He said the deadline is too short for goods that go through the red line and must be physically inspected by customs officers and if passed over the time limit then the SKA is considered no longer valid.
In fact, Widijanto said, in an international trade agreement SKA valid one year. As a result of SKA’s too short awaiting in the beleid, importers are subject to notes and pay very high import duties of up to hundreds of millions of rupiah.
