JAKARTA – The Indonesian Logistics and Forwarders Association (ALFI) has responded positively to the ease of logistics business processes in relation to the recognition of forwarder companies as contractual or non-vessel operating common carrier (NVOCC) carriers.
With this recognition, the forwarder company can directly deliver the manifest or submit the import-export document as a contractual carrier to the Directorate General of Customs and Excise.
Chairman of Jakarta Special Capital Region (DPF) ALFI, Widijanto said the ease of forwarder business process in connection with the enactment of Regulation of the Minister of Finance No: 158 / PMK.04 / 2017 and Regulation of the Director General of Customs and Excise No. PER-38 / BC / 2017 at Tanjung Priok Port at 23 May 2018 and at Soekarno Hatta Airport on July 25, 2018.
“For the last ten years or so, ALFI wants the forwarders to act as NVOCC / contractual carrier, because previously submitting the documents broke the status of imported exports can only be done by shipping companies, but with the recognition of NVOCC forwarder can now do it,” he told Bisnis, Monday (4/23/2018)
Widijanto said, in accordance with both beleid, the contractor of the contractor (NVOCC Forwarder) is one of the parties designated as the carrier having obligations related to the inward and outward manifest progress.
Related to the beleid, he added, ALFI DKI appealed to all forwarder and logistics companies in Jakarta to register to the secretariat of ALFI to follow the socialization in connection with the implementation of the beleid by the Directorate General of Customs and Excise Ministry of Finance.
“We expect the active role of forwarder companies to avoid the occurrence of technical obstacles in the field when the rules began to be implemented,” he explained.
He said, with the beleid, the forwarder company as a carrier can go online directly to Customs to submit the manifest for the acceleration of ship and goods service at the port, as well as cargo at the airport.
“Later the Customs and Excise just stay to match the documents submitted by forwarder with documents submitted also by shipping in online service based system,” he explained.
Confirmed Business, Chairman of the Forum of Entrepreneurs of Transportation Services, Forwarders and Customs (PPJK) M.Qadar Jafar said, forwarder entrepreneurs are happy to the rule because the forwarder is currently recognized by the government as NVOCC.
“This can stimulate the national business ligistik climate. Hopefully there will be no obstacles in implementation later,” he said on Monday (4/23/2018).
Ministry of Finance through the Director of Customs Technical Affairs of the Directorate General of Customs and Excise Fadjar Donny Tjahyadi, has submitted a letter to ALFI DKI Jakarta for the implementation of new manifest procedures and application according to PMK 158/2017 and Perdirjen Bea Cukai No: 38/2017.
In the letter dated April 20, 2018, the Directorate General of Customs and Excise said that the new manifest procedure and application will be applied at the Tanjung Priok Customs and Excise Commission on May 23, 2018, while at Siekarno Hatta Customs and Excise KPU on July 25, 2018. ( k1)
